Treaty
Concerning Establishment of the Eurasian Economic Community
(Astana, 10th October 2000)

The Republic of Byelorus, Republic of Kazakhstan, Kyrghyz Republic, Russian Federation and Republic of Tadjikistan, hereinafter referred to as the Signatories,

being actuated by the aspiration to ensure own dynamic development by agreement of conducted social and economic reforms with efficient use of economic potential to raise the living level of own peoples;

being full of determination to improve the efficiency of interaction for purposes of development of the processes of integration between them and to intensify mutual co-operation in various fields;

realising the necessity of co-ordination of approaches for integration in the world economy and international trade system;

expressing the readiness to perform in full measure the obligations undertaken by them in accordance with the Agreement Concerning the Customs Union between the Russian Federation and the Republic of Byelorus of 6th January 1995, Agreement Concerning the Customs Union of 20th January 1995, Treaty Concerning Intensification of Integration in the Economic and Humanitarian Fields of 29th March 1996, and Treaty Concerning the Customs Union and Single Economic Space of 26th February 1999;

confirming own adherence to the principles of the Charter of the United Nations Organisation, as well as general principles and rules of international law,

have agreed on the following:

Article 1

Establishment of the International Organisation

Hereby the Signatories will establish the international organisation "Eurasian Economic Community", hereinafter referred to as the EurAsEC or Community.

The EurAsEC will have the powers to be voluntary transferred to it by the Signatories in compliance with the provisions of this Treaty. The Signatories will remain the sovereign and equal subjects of international law.

Article 2

Purposes and Tasks

The EurAsEC will be established to efficiently promote the process of formation by the Signatories of the Customs Union and Single Economic Space, as well as to implement the other purposes and tasks determined in the above mentioned agreements concerning the Customs Union, Treaty Concerning Intensification of Integration in the Economic and Humanitarian Fields, and Treaty Concerning the Customs Union and Single Economic Space, in accordance with the stages indicated in the mentioned documents.
