EDICT NO 2828 HAVING THE FORCE OF LAW OF THE PRESIDENT OF THE
REPUBLIC OF KAZAKHSTAN "ON THE SUBSURFACE AND ITS UTILIZATION"
(SUBSURFACE LAW)
as amended by:- The Law of the Republic of Kazakhstan dated 11 August 1999, No. 467-1 "Concerning the Introduction of Amendments and Additions to Several Legislative Acts on the Subsurface and Petroleum Operations in the Republic of Kazakhstan".

In accordance with Article 1 of the Law of the Republic of Kazakhstan, dated December 10, 1993 "On Temporary Delegation of Additional Powers to the President of the Republic of Kazakhstan and the Heads of Local Administrations", I issue this Edict:
CHAPTER 1. GENERAL PROVISIONS
Article 1. Principal Terms and Definitions
The terms and definitions employed in this Edict shall have the following meanings:
1. "Safe Utilization of the Subsurface" means providing technical, ecological, sanitary and epidemiological safety in conducting of Subsurface Utilization Operations.
1-1) "Coast line" means line of the coast formed as a result of maximum tide (high full water); Procedure for determining the actual location of the coastal line shall be established by the Government of the Republic of Kazakhstan.
2. "State Geological Study of the Subsurface" means work (operations) connected with monitoring of the Subsurface status: exploration of geological structure of Allotments, as well as parts and the entire territory of the Republic, and the potential for Useful Minerals; and creation of state geological maps constituting the basis for Subsurface utilization.
2-1) "Geological Lease" means attachment to the Exploration Contract, or combined Exploration and Production Contract, that is an integral part of the Contract containing a description and map of the Section of the Subsurface where the Subsurface User has the right to conduct Exploration.
